Health, Safety & Environment (HSE)
Integrating HSE into project and operational performance. ASH PMCS supports clients in building effective HSE systems and applying them throughout project delivery and operations, combining leadership engagement, risk management, assurance and workforce competency for safer, more reliable project outcomes.
Describe a scope →When this is the right support
The system needs building, or checking
A new organisation, contract or site that needs its HSE framework, plans and procedures in place, or an existing system that has to be reviewed against the contract and the standards.
High-risk work is about to start
Work at height, confined spaces, lifting, hot work or live-traffic activities, where the risk assessments, method statements and permit arrangements have to be right before the first shift.
Assurance or competency has to be shown
An audit, an inspection programme, a certification target or a training-needs gap that has to be closed, with evidence the client can see.
What the work covers
Take any part of it. Most assignments are one line item from one stage, for one package.
HSE leadership and culture
Leadership masterclasses, tier-based management and workforce training, human performance, and safety culture transformation.
HSE systems and documentation
Organisation-specific HSE frameworks, policies, manuals, plans, procedures, templates, contractor arrangements, and support toward IMS, ISO 45001 and ISO 14001 certification.
Gap analysis and improvement
Review of existing HSE arrangements, compliance gap identification, prioritised recommendations, corrective actions, and improvement roadmaps.
Risk management and safe work planning
Detailed and dynamic risk assessments, hazard identification, JSAs, method statement reviews, and controls for high-risk work.
Technical and operational safety
HSE support for construction and operations, including work at height, confined spaces, lifting, scaffolding, electrical safety, isolation, hot work, permit to work, and live-traffic activities.
Audits and inspections
HSE management system and second-party audits, risk-based inspections, compliance reviews, and corrective-action follow-up.
Training and competency
Customised in-house training, inductions, toolbox talks, awareness sessions, competency assessments, and training-needs analysis. We can also coordinate approved third-party training.
Incident management
Incident and near-miss investigation, root-cause analysis, reporting, corrective actions, and lessons learned.
Fire and emergency management
Fire-risk assessments, fire-prevention arrangements, emergency plans, drills, and fire-warden awareness.
Environmental management
Environmental aspects and impacts, waste management, spill prevention, pollution control, and environmental inspections.
Occupational health and wellbeing
Ergonomics, occupational health awareness, fatigue and stress management, and wellbeing initiatives.
HSE project support
HSE personnel and project-based support, reporting, registers, dashboards, and compliance evidence.

Close out cleanly
At the end of the period the record is complete and left in your system, so your team can carry on without us.

Common questions
Can you help us towards ISO 45001 or ISO 14001 certification?
Yes. We prepare the management system, the documents and the evidence. Certification itself is awarded by an accredited certification body, which you appoint.
Do you deliver the training yourselves?
Customised in-house training, inductions, toolbox talks and awareness sessions are prepared and delivered by us. Where a course has to come from an approved provider, we can coordinate it.
Can you provide HSE personnel for a project?
Project-based HSE support is available: HSE personnel, reporting, registers, dashboards and compliance evidence, by the assignment, by the period or on call. Responsibility for HSE under your contract stays with the people it names.
External training and specialist services can be delivered or coordinated through appropriately approved and competent providers, as required.
